"航空科學與技術國家實驗室(籌)"第一批高級人才招聘計劃 航空科學與技術國家實驗室(籌)是2006年12月經國家科技部批準,依托北京航空航天大學建設的具有相對獨立運行機制的科研實體,實行理事會指導下的主任負責制、與國際接軌的學術管理制度、以競爭和流動為核心的人事管理制度和科學合理的分配激勵制度,該實驗室所有人員實行崗位聘任制和任期目標責任制。 本著"公開、平等、競爭、擇優(yōu)"的原則,實驗室現向海內外公開招聘航空科學與技術國家實驗室主任1名、研究部首席科學家10名,并實施實驗室"百名高級人才引進行動計劃"。
一、國家實驗室主任(招聘人數1人)
1、招聘條件:
1)國際著名教授和國際同行公認的知名學者,學術造詣深厚,取得了業(yè)界公認的研究成果,在本研究領域的國際一流學術刊物發(fā)表過較多有重要影響的學術論文或取得重大工程技術創(chuàng)新成果,推動了科技和產業(yè)的發(fā)展。
2)能夠把握國際航空科技發(fā)展方向和關鍵問題,并結合國家重大需求和實驗室定位,創(chuàng)造性組織和開展實驗室建設和前瞻性、戰(zhàn)略性學術研究工作;學術民主,具有團結協(xié)作精神;能夠把國家重大需求、科技進步和產業(yè)發(fā)展有機結合。
3)中外籍院士、國際重要獎勵獲得者、"973"首席科學家和國際重大研究計劃主持人,所從事的研究領域符合航空科學與技術的學科發(fā)展方向。
4)能夠全職投入實驗室工作,科研組織和協(xié)調能力強,能夠爭取重大研究計劃;并善于發(fā)現和培養(yǎng)創(chuàng)新的思想萌芽和優(yōu)秀的中青年領軍人才。
5)能夠在學術方向、國內外合作與交流等方面為國家實驗室的發(fā)展做出重要貢獻,并領導實驗室成為本領域國際知名的研究創(chuàng)新基地,吸引國內外一流的專家或團隊,并積極建立國際學術交流環(huán)境。

3、聘任與考核
1)國家實驗室主任一屆任期5年,一般任期為兩屆。
2)實驗室主任的業(yè)績考核與國家實驗室發(fā)展狀況評估同步進行,每任第3年中期評估,5年總評。
3)根據合同對實驗室主任的業(yè)績進行考核,考核結果決定續(xù)聘或解約。

3)中外籍院士、"973"首席科學家、國內外重大研究計劃主持人或國際知名大學和科研機構的專家,同等條件下優(yōu)先考慮。

Recruiting Program for First Group of Senior Talents for the "National Laboratory for Aeronautics and Astronautics(in Preparation)" National Laboratory for Aeronautics and Astronautics(in Preparation) is a scientific research entity which is operated with relative independence, built under approval by the Ministry of Science and Technology in December of 2006 and incorporated into Beihang University. It adopts directorship of director responsibility system under the guidance of a governing board, an academic administration system in line with international practice, and a personnel administration system and rational remuneration & motivation systems centered on competition and mobility. Post engagement and objective responsibility systems are applicable to all staff in this laboratory. Under the principle of "openness, equality, competition, and selecting the best", the laboratory is now openly recruiting from home and abroad one director of the National Laboratory for Aeronautics and Astronautics, ten principal scientists of the Research Departments and the "Acton Plan to Recruit One Hundred Senior Talents" of the laboratory is in progress. Ⅰ. Director of National Laboratory (one person to be recruited) 1. Recruiting Qualifications: 1) Internationally renowned professor and distinctive scholar recognized by international peers, who possesses profound expertise and has made academic attainments recognized by the academic community, having published numerous academic papers with great impacts in top international academic journals or having attained significant and innovative results in engineering technologies, which contributed to advancement of S&T and the industry.
2) Capable of grasping the international development trends and key issues in aviation technologies, and able to organize and implement building of the laboratory with creativity as well as forward-looking and strategic academic research works in line with significant needs of the state and orientation of the laboratory having academic democracy and spirit of united collaboration able to incorporate the significant needs of the state, advancement of technologies and development of the industry.
3) Chinese or expatriate academician, winner of major international awards, "973" principal scientist or overseer of major international research programs, whose engaged research field is in line with the trends of aviation science and technology.
4) Be able to commit himself to the works pertaining to the laboratory as a full-time job, strong capability in research organization and coordination, able to obtain major research projects good at identifying and cultivating ingenious ideas as well as excellent junior and middle-aged team leaders. 5) Be able to make significant contributions to the national laboratory in terms of academic direction, domestic and international cooperation and exchanges be capable to lead the laboratory and make it an internationally recognized research and innovation base in this field attract top-class experts or teams home or abroad aggressively build an environment favorable for international academic exchanges. 2.

Engagement and Performance Appraisal 1) The term of the office for national laboratory director is five years usually the tenure lasts two periods. 2) The performance appraisal of the laboratory director will be conducted simultaneously with the appraisal of development of the national laboratory. Intermediate appraisal will be conducted in the third year of each period and final appraisal in the fifth year. 3) The performance of the laboratory director is subject to evaluation against the agreement the result of evaluation shall lead to the decision of continued employment or termination of agreement. Engagement Terms and Performance Appraisal 1) For each research department or center, 1 - 2 principal scientists are to be employed by the national laboratory director on behalf of Beihang University the term of office is three years. 2)
The performance of principle scientists is subject to annual appraisals as well as final appraisal in three years. 3)
Evaluation of the performance of principal scientists is to be made during employment period and according to the agreement, the result of which will lead to decision of continued employment or termination of agreement. Ⅲ.
